Eligibility requirements to vote in North Carolina are as follows:
You must be a U.S. citizen and at least 18 years old.
You must be registered to vote and live in the county that you're registered to vote in for at least 30 days.
You cannot be serving a sentence for a felony conviction, which includes probation and parole.
If you previously served a sentence for a felony conviction and your rights have been restored, you can vote in North Carolina.

When is North Carolina's voter registration deadline?
The deadline to register to vote in North Carolina is 25 days before an election. However, North Carolina does offer same-day registration under some circumstances. In order to do same-day registration, you must show proof of residency (like a copy of a utility bill or a North Carolina driver's license). Government-issued IDs are also an acceptable form of ID to show residency.
How do I request an absentee ballot in North Carolina?
Anyone who is registered to vote can request to vote absentee in North Carolina. No special circumstances are needed/required. Just request and complete an absentee ballot, and mail in the ballot once it's complete. Send all absentee ballots to the County Board of Elections.
